I had a similar problem a couple of months back. I had to turn everything else off and keep going back to the beginning and start achat again, sometimes as many as 5 times. it would then accept the upgrade. It eventually corrected itself and I've had no problems since.
On another occasion, I had upgraded another programme, I think it was adobe, and think it affected Achats programme somehow. On that occasion I had to uninstall everything I could find of Achat from my computer. I then reinstalled from scratch. It fixed the problem
Have you recently upgraded anything new?
Try unistalling Achat completely, then checking that everything to do with Achat is gone from you PC. Install from scratch again. The number in the lower right hand corner should read Ver: 1.18
