I don' think that the rules have changed – even then, prem members should be able to register. Are you sure, that this member entered the right name/password?

Absolutely sure that he tried to register in this forum and did not followed a phishing link to a fake website where they tried to phish his credentials?

I would suggest to change the passwort ASAP. Just in case.
