Well, I can't speak for the others, but in my case I am trying to design clothes that I would like my avatar to wear in the game.
If men want more clothing options let them design them, I say!

I'm new to this myself, so I don't know how much help I can give!
You'll need some software that handles png files.
I would recommend saving the standard texture files from the 'tex' editor, and taking a look at them in your graphics software. Different types of clothing have differing requirements in the way that the design is done, and also have different sizes.
Finally, I would recommend just giving it a go. Try starting by creating a shape somewhere in your design area – it won't look anything like a piece of clothing at this stage, but just try it. Save it as a png, load it into 'tex', and see what it looks like. Go back to your drawing software, make a change, and save and load it again. Compare it to the original. Work out how and why it's changed in 'tex', and learn that way.
I don't think that there are shortcuts, allocate some time to it, and experiment a bit. In my opinion, the key to learning is doing. I suspect that developing your knowledge of the graphics software you choose is also vital.

I can't seem to zoom out to get a full length picture, perhaps I just don't know how to use it properly, but all I can manage is to move the camera angle around.
